There are 3 ways to use telekinesis

sustained force
combat maneuver
violent thrust

I understand combat maneuver and violent thrust, but I'm a little confused about sustained force.

could the PC actually move an NPC with this? How would you make use of this aspect of the spell?

1: NPCs would have to willingly fail their will save to be moved by Sustained Force Telekinesis.

Or, in the case of enemies, they'd have to fail their will save.

2: You could lift a weapon off of the ground so that a fighter wouldn't take an attack of opportunity when grabbing it.

You could shove a table around to block a charge lane.

I think you could lift an object and drop it on someone. (Cheesy, yes, but if allowed, it's effective.)

You could lift other characters over pits, past obstacles, etc. Sliding an enemy corpse down a hallway after a quick battle could set off traps.

Pulling a lever or opening a door from afar would work too. As would moving a dangerous object away from the party.

Generally, anytime your character needs to move something or someone, telekinesis can do it. Provided that it's light enough. Heck, I think you can lift yourself with telekinesis, which can make for a handy escape route.

So it can be used against enemies if they meet the weight retrictions and fail there will save, SR.

I like the other uses you described as well. Im going to take the Master of Unseen hand with my wizard. I was going to go straigt wiz until retirement, but with this whole 4ed. thing and not really knowing whats going to happen, im going to get a little crazy.

LG is getting reset next year. Spread the word.

Master of the Unseen Hand relies on having many uses of telekinesis per day. (Or pearls of power, if you can get them.) Scrolls and wands don't count.

BUT, it's fun, especially if you go Spell Focus and Greater Spell Focus (Transmutation). The higher DCs will help.
