Would the Unimpeded Movement ability of the Champion of Corellon (RotW, p.114) or the Knight (PHB2) allow a Scout (CAd) or Barbarian to move unhampered at their full fast movement?

Unimpeded Movement (Ex): At 5th level, you no longer reduce your movement when wearing medium or heavy armor. (You still reduce your movement if carrying a medium or heavy load, however.)
If you know the Spring Attack feat, your unimpeded movement ability allows you to use Spring Attack even while wearing heavy armor.

The last paragraph implies to me that at least in theory, it would, but I suppose it's not going to necessarily cut it for the lawyers out there. Would this be a table rule (yea or nay).

It's an extraordinary ability, so I would imagine so. Extraordinary abilities tend not to suffer from the same issues as say, Supernatural or Spell-like abilities when it comes to table variation...

I would say it allows you to move at full speed (40') in medium armour, but the heavy armour is still 'heavy armour' and would stop the 'Fast Movement' class ability working, slowing you to 30' (since Fast Movement states it doesn't work in heavy armour and the Knight's ability doesn't change this).

Keep in mind that the Knight's "Fast Movement" ability would allow you to use tumble in the appropriate armour (as tumble uses speed reduction, not armour type).
