Pretty simple - is it possible? I know that you could upgrade your +1 Full Plate to +2 Full Plate, but can you upgrade MW Full Plate to +1 Full Plate?

Absolutely. For a simple transaction like you describe, no access is required, either. It'd just be the incremental 1000gp to go from MW to +1. What you describe is the most typical route to getting magical armor (or weapons) in LG: buy a MW version, then save up enough gold to make it +1.

(There's a bit of irony in there -- making MW full plate magical costs less than buying the MW armor in the first place.)

The Craft Magic Arms And Armor feat says that "The weapon, armor, or shield to be enhanced must be a masterwork item that you provide. Its cost is not included in the above cost." How can you provide a MW item without paying the full cost of that item?

He means the base Masterwork Full Plate costs more than the cost of adding a +1 enhancement bonus to it. 1650gp for the armor, only 1000gp to make it +1....
