However, a caster can attempt to cast any spell which is of the right type (arcane or divine), it must be on their spell list, and they must have the prerequisite ability score. If these three requirements are met, they can cast from a scroll with a caster level check (DC = scroll’s caster level + 1); if they fail they must make a DC 5 Wisdom check or suffer a scroll mishap. So, a 1st level Ranger could not attempt this as he has no caster level, at fourth level he could try (if he had a 14 Wisdom) to cast a fourth level ranger spell, such as cure serious wounds. Also, don't forget Use Magic Device.

Macabail 04-04-06, 12:03 PM	Rangers can use a Wand at 1st level and onwards, since they have a spell-list at all levels. The spell in the wand must be one on their spell-list (such as cure light wounds), but otherwise they are good to go. They cannot use scrolls before 4th level (unless they use Use Magic Device, which is a cross-class skill for them). Furthermore, to even activate the scroll requires several steps. 1. Decipher the Writing: Requires either read magic or Spellcraft (DC 20 + spell level). 2. Activate the Spell: - Must be the correct type of scroll (in this case divine). - The spell must be on your class list. - User must have the requisite ability score (in this case having a 14 Wisdom will cover all of the possible Ranger spells). - If your caster level (half of your Ranger level, round down) is equal to the caster level of the scroll then no check is needed. Otherwise, you have to make a Caster Level check (DC 1 + scroll's caster level). If you fail that check you must make a DC 5 Wisdom check or suffer a Scroll Mishap. Yes, a caster must decipher the scroll ahead of time, but that applies to all casters, so I didn't bother to mention it. Given a Ranger usually doesn't have a good score in Spellcraft, he'll have to rely on Read Magic (and that means waiting till he is 4th-lvl.. or finding a Read Magic wand...)I specifically said a low-level ranger couldn't activate a scroll, as you need to make a caster level check to succeed, until a ranger is fourth level he doesn't have a caster level, so that point is basically moot. I suppose a 1st level ranger with a high Intelligence score and spellcraft ranks could decipher a scroll although it wouldn't do him any good until 4th level. Read magic is a first-level ranger spell and the scroll only has to be deciphered once and the DMG specially states this can be done ahead of time, unless the scroll was found during the adventure I would assume at some point in the character's history he would have done this. The point of my post was to say, in many cases, a character can attempt to activate a scroll, even if they aren't high enough level to normally cast it. To cast cure serious wounds a ranger typically has to be 14th or 15th level, however, a mere 4th level ranger can attempt to activate a scroll of cure serious wounds and amazingly with a good chance of success. To more succinctly answer the original poster, a 1st-level (or higher) ranger can use a wand of any spell on their list, a 4th-level (or higher) ranger can activate or attempt to activate a scroll of any spell on their list, subject to the normal rules for activating scrolls.
