I'm now a lvl 2 cleric and would like to purchase a wand of cure light wounds, but according to the LGCS I don't think I'm allowed to. Is this correct?

You need AR access and 750gp.

Can't buy it without AR access.

you need ar access and however much the particular AR access says you need.. I have run into wands of CLW that have had costs other than 750gp

I've seen one that was cheaper, though that was because it didn't have the full 50 charges.

The good news is that AR access to a CLW wand is pretty common; in 15 or so modules I've played, I think I've gotten access 4 times.

While it is common, it isn't assured.

The solution is to keep a fair number of scrolls of CLW handy until you get access. They're only 10gp more per use than a wand charge, although they're a bit more awkward in combat (can't draw as part of a move)

Or you take the feat Craft Wand when your character is high enough level and craft your own. You can craft a wand of any spell you have access to and that can be placed in a wand by the normal rules.

I thought there was a level limit to the spell a wand may contain? of course
that woun't be an issue with our 2Clr askign the question.

There is; 4th level. I presume that's why Madfox11 said "by the normal rules".
