I recently had to go through this, so i have a question. With the new playable kobolds, if you are reincarnated into a kobold, can you play it without possessing a card now that they are somewhat legal? Or if your reincarnate ends up kobold are yo forved into retirement as with other non playable races?

As implied by the wording of the card, you must be play a kobold in order to have this card in your stack.

Also, you cannot be reincarnated into a kobold, and then use this card. Creation cards don't work like that - they must be a part of your character from 1st level on. Note that it's still possible to play a kobold (with the card, of course), get reincarnated into a different race, and continue to derive the benefits that are not intrinsic to the race (anything that requires you to be a kobold, dragonblooded, etc.).

IIRC, Chris isn't Circle any more, he's RPGA Admin. But I highly doubt that this will be reversed by the (coming soon) Dispel Confusion that will clarify the Kobold & CGR questions.
