I am a new player in the Living Greyhawk world. When creating a new character, may I freely pick weapons from Sword and Fist (i.e. the whip dagger so that I can start down the path of the lasher). If not, what must I do to receive permission to use the weapons in the Sword and Fist at 1st level?

You cannot use equipment from S&F in character creation. Only by joining a meta-organisation or getting access through an AR can you buy equipment from S&F.

Also, S&F is now obselete. You now have to use the Complete Warrior handbook. The item is probably the same as it is in S&F but there's always the chance that the GP value is different of something along that line. This also means that you would need a copy of the CW book with you for game events.

S&F is not obsolete, yet. You simply are required to use the new version of stuff from the Complete series instead if it exists. Until all the new Complete books are out and the old Splatbooks are officialy retired, non-replaced elements of them are just as valid to get as anything. Mind you, very few modules, metagroups, etc. are going to be offereing anything at all from them any more, since they are slated for the chopping block, but stuff that's still available out there from it is still valid.

I had to RPGA judges at Origins tell me that they are retired since the complete books out

Your judge was unfortunately incorrect. The LGCS 3.0 goes into significant detail on what from the old books is replaced, and when the old books are slated to offically retire.

That said, access to the old book stuff is probably never going to see the light of day again from now on, which may be what he meant. However, material from them that is already obtained are not removed at this point. My suggestion, hwoever, is to simply ignore the old splatbooks from now on out. it'll make for less trouble later on whenn they do in fact retire.

What I meant by obsolete is that the material in S&F has been replaced by CW and that you would need to use the newer version of the item, feat, or spell and bring a copy of CW to any events. I guess my word choice was a bit too strong. I realize that the builder books will not be officially retired until the Complete series is released.
