I'm sure that this is a dumb question. But I haven't played LG for years and am thinking about getting back into it.

Are the PH II substitutions legal? I looked through the current LG Guidelines and couldn't see mention of it either way.

According to the guidelines (LGCS), if there is no mention of a feature (feat, prestige class, item access, etc) it is "neither open nor closed" which means you have to get AR access to it.

When a rule option is not cited in the LGCS, the said option is closed until the player unlock it via Campaign Certification. The said option is usually called NONC (non open, non close).

All rules options are closed unless you have campaign documentation. The LGCS is campaign documentation, which opens a large number of rule options (appendix 4).

In the bandit kingdoms, at least, most of the PHBII options are attainable through meta-organizations. None are open without some form of access documentation, however.

I've been getting a lot of class feature substitutions on recent (year 7) ARs.

A lot of regions are in the process of updating their metaorgs. Most of the alternate class features are potentially available through them. You might want to check with your local triad if they're updating metaorgs.

If not available through metaorgs, you can always try getting a special mission.

Also note that the Retrain class feature option in PHBII is now LG legal (spend 4TUs and 100gp/new level).
