Is there a limitation on when one can take a core prestige class? For example a cleric of pelor that has all the prereqs for Radiant servant, would he just be able to take the prestige class or would he need an AR?

Generally speaking, prestige classes listed as "Core" can be taken as soon as you meet the prerequisites. However, some "special" prerequisites have campaign notes, which are listed starting on page 36 of the LGCS. For some divine PrCs, extended deity options are listed in the Deities Document.

However, for Radiant Servant of Pelor, there are no special requirements, and the notes in the deities document establish Pelor as a valid deity for the class, so no AR note is needed; you can take the PrC as soon as you meet the prerequisites.
