A discussion has begun in the Perrenland region about core spell access for wizards and I would like to get more opinions on the matter from other regions, and, if possible, a definitive answer on the question from the circle.

The LGCS 4.2 says that any character of 3rd level or higher has access to any core spell (page 24). For divine casters, this naturally means that they have full, immediate access to all new spells whenever they choose spells for the day.

For wizards, it appears to mean that they have no access for the time being because they need to be able to buy a scroll with the spell on it in order to learn it, and no one seems to have thought to provide that access (the LGCS does not say anything about being able to buy scrolls with core spells on them, only spell scrolls from the DMG).

Because this seems really, REALLY unfair to wizards as opposed to clerics and druids and such, I wondered if this was intended or merely an oversight. Does anyone have any evidence one way or the other as to intentions of the framers of the rules? (and who should I send Bob the Dinosaur to if my wizard really can't access all these cool new spells that I was led to believe I could access, same as the divine casters?)

You know, of course that once a Wizard levels up and he is above 3rd he can take any core spell as a new known spell. I'm sure there are no scrolls out there yet because mods haven't been written during the time these spells were core. I would expect that later CY 595 mods and later will grant access to them.

You could ask for an errata for the list on page 16 of the LGCS to include being able to buy scrolls of any spell that would be considered core for your character class, as long as they are under 750gp.

Your best bet is to pick up the new core spells you want when you convert. The issue has come up on the LG Draft Discussion list in the past, so the Circle is aware of it. (And has not made any changes to accomodate it).
