Just helping a buddy make a Cleric for RPGA play. What is a good Deity for a TRUE NUETRAL cleric?

There are lots of factors that should go into that decision. I recommend you get the LG Deities guide v2.0 (http://www.wizards.com/rpga/downloads/LG_Deities.zip)

At the end of that document it lists deities by alignment. Look at the list of True Neutral deities, and then go back and check the descriptions of the deities themselves. Then you can pick one using whatever criteria you desire: rp reasons, domains, favored weapons, etc.

thanks for the great response and link and the advice. I have never played a Cleric before so it was all great stuff in your post.

My personal favorite is Boccob. His domains are Knowledge, Magic, and Trickery.

Picking knowledge, your cleric can specialize in the various knowledge skills to handle any type of knowledge questions. It augments your abilities if you also add bard or wizard class levels.

With the magic domain, you gain the ability to use arcane scrolls and wands. Wizard levels support your clerical skills. My secondary character is a cleric/wizard.

The trickery domain gives you access to Disquise Self and Invisibility spells as domain spells. Rogue levels let you create a sneaky cleric. My primary character is a cleric/rogue.

On a more general note, look at the various available domains, choose a diety with a couple domains that intrigue you and create a character concept around the domain aspects. It may lead your character to being a straight cleric or perhaps a multiclass cleric.
