There is the Dragon Ally series of spells from the SpC. They are currently NONC, but if you are a cleric with the Dragon Domain, that opens up Dragon Ally as a 7th level spell for you. Costly, but it does let you basically have a pet dragon for a period of time. At 13th level for 9k and 250xp you can have an 18HD dragon ally for 13 days.

Well with Improved Familiar you can have a Pseudodragon. Other than that anything else would require specific access.

It is technically NONC, but I know of a mod writer who submitted it and the access was pulled off the AR.

YkmMV.

There is a Dragon Cohort feat, and I know of a mod that has given out access to the feat.

Edit: Oh, and shadow magic isn't closed, it is NONC.

Also, in a wierd round about way cleric with Earth, fire, Air, cold, or water domain can possibly control a dragon via the Command function of rebuking

No it couldn't. Hit die scale up too far in those calculations.

That doesn't make it impossible, it just makes it unlikely. Sure, you'll never be able to use the ability on the APL +3 solo dragon encounter, but there are rare situations where the ability can be used.

For example, I've played a module where one encounter is with a newly hatched wymling. It doesn't scale with APL (it's not meant as a threatening combat encounter), but using the elemental domain's ability to turn or rebuke/control the dragon is one way to subdue it without causing permanent harm.

If you really wanted to, you could use Enervation to give a dragon enough negative levels that it could be controlled by a cleric. Just make sure you get rid of the dragon before the negative levels wear off.
