Can a Dragonwrought take the Alt class feature dragonblood sorcerer? if so how does the free Draconic Heritage Feat work?

1) Yes. From Races of the Dragon: (emphasis mine)

Dragons automatically qualify for any classes, prestige classes, racial substitution levels, feats, powers, or spells that require the dragonblood subtype.

2) It works just as you'd expect it to. It gives a bonus on some saves, a class skill, everything. The fact that you gain the dragonblood subtype "again" is irrelevant; it does nothing. Everything else works.

As Puggle said, it is legal I have also been experimenting with these such options. Its a nice way to trade the familiar for Draconic heritage.

Correct, but also note that you still do not have the dragonblood subtype.
"Should a creature acquire the dragon type, it loses the dragonblood subtype."
Maybe you could convince the judge that you lost your original dragonblood subtype and gained a new one? I wouldn't count on it though.
While you qualify for most of the benefits of being dragonblooded, there are a variety of (mostly sorcerer) spells that gain modest benefits when cast by a dragonblooded character (but not when cast by a dragon). These appear in both Races of the Dragon and in Dragon Magic (often with more impressive bonuses in the latter).

Actually, according to Races of the Dragon, if your type is dragon, you count as dragonblooded for the purposes of all those feats/PrCs, Spells etc.

TO REITERATE!

From Races of the Dragon:

Dragons automatically qualify for any classes, prestige classes, racial substitution levels, feats, powers, or spells that require the dragonblood subtype.

Excellent! Thanks for all the help. I was only asking because it seemed like I was spinning this Kobold idea with all the different feats, alternate classes and the rites. You can have a pretty unique Kobold Sorcerer depending on what you take for feats and such.

The spells do not require the dragonblood spelltype. They just have a note that says things like "Special: A character with the dragonblood subtype casts this spell at 1 higher caster level." or stuff like that.
You qualify to take the spell by being a sorcerer (or casting as one) regardless of whether you are of the dragonblood subtype, so qualifying doesn't help. The text does not say you get all benefits of having the dragonblood subtype, such as minor special bonuses when casting particular spells.
It's a fairly minor point, though some of the Dragon Magic spells have nicer benefits for dragonblooded casters, such as cutting the casting time from std action to swift.
It's certainly in the apparent spirit of the rules to allow those bonuses to a dragon type creature, but it is against the RAW.

"Special: A character with the dragonblood subtype casts this spell at 1 higher caster level."

What part of "Automatically Qualify as Dragonblooded for Spells" Doesn't address that fact? I don't see your arguement.

Its pretty darn simple to me. No RAW issues at all.

Because its not said "Automatically Qualify as Dragonblooded for Spells" but "...qualify for any classes, prestige classes, racial substitution levels, feats, powers, or spells that require the dragonblood subtype". These spell don't requires it, they just have a quirk if you do. Not that I think that Dragonwrought should not get these quirks it seem pretty obvious that they should get it accord to RAI.
