I'm thinking of taking Elf Lore as my lvl1 feat, but I have a question. Does the +1 only extend to knowledge skills you have a rank in or is it just +1 to every knowledge skill, making them all trained.

Only spending skill points on a skill makes you trained in it. You can have +100 in tumble you still can't tumble unless you have ranks. Knowledge checks can of course be made untrained if the the DC is low enough

The Jack of All Trades feat lets you make rolls on "trained only" skills...

Elf Dilletante, from Races of the Wild is similar -- Must be elf, grants a +1 to any untrained Knowledge check. The interesting side effect of that feat, is that once you take a rank in a given knowledge skill, the bonus from the feat no longer applies!

Could someone point me in the direction of the source material for the elflore feat please?

Dragon 315 and Dragon 319 are the source of most of the non-core feats listed in the LCGS. Elflore is from Dragon 315. Personally, I don't feel that it is a very good feat since you only get the bonus if you already have put points into the skill.
