I tought I read some where that if you find say a +3 dagger and you currently have a +2 dagger, you only have to pay the difference to get your dagger to +3... but I can't seem to find said text. Was I mis-reading something?

Yes
If an AR offers a favor for someone to upgrade a weapon to +3, then you pay the difference to upgrade the weapon. If you have the Craft Arms and Armor feat and are at least 9th level, you could then do the upgrade yourself for half the difference. Other than that, you would pay full price to buy that +3 dagger. Some metaorganizations have also offered the chance to upgrade weapons or armor to +2 or even +3 just by paying the difference.

Hope that helps.

Belonging to a meta-org is the best way to get upgrades. I've started to see them more frequently on ARs. I've upgraded just about everthing you can own a +1 on to +2 or better

Vest of Resistance +2
Amulet of Natural Armor +2
Ring of Protection +2
+2 Shocking Longsword
+3 Spiked Full Plate
+2 Heavy Steel Shield

That would be quite a pretty penny if you had to sell the previous item for half and then buy the new one. Heck, it still is a pretty penny when you upgrade but a whole lot cheaper in the long run.
