I'm confused about the access a PC has for character conversion when first entering the high-level campaign.

Are we limited to those spells/feats/PrC's that are specifically labelled as Open in Appendix 4 of the LGCS? Or can we also choose stuff that is not specifically named as being Open, but that are from one of the books listed in Appendix 4 as being a valid LG rules source (eg. Spell Compendium, Player's Handbook 2, etc.)

[see, I even managed to ask my question without once referring to the taboo "NONC" category :P]

Yes.

You can choose anything except what's in the closed category.

Go nuts.

I don't recall exactly (5 months since I played the high level campaign). I think there was a list of specific books that the character can choose from. Don't recall if the book of exalted deeds was on that list.

The character creation guidelines in the download for the campaign was pretty self explanatory if one was to actually read it.

Assuming that it's not listed as closed.... You can go nuts with anything that is listed as open, or that you have been given open access to via campaign documentation, or that is part of any of the books at the beginning of access appendix of the LGCS (sorry, that doesn't include BoED).
