Just an idea - use the basics of the affiliation system to give kobolds a way to overcome any particular region's hostility to kobolds - a 'good' kobold will gain a reputation for being trustworthy. Eventually, they'll become so well known that a Kobold from outside the Yeomanry could walk into the Yeomanry and expect at worst a neutral reaction from anyone - and have the rights of a citizen as far as the law is concerned.

Affiliation Score:
Character Level +1/2 levels
Complete a mission for the region +2
Defeats an enemy of the region +1/4 of the enemy's CR(will be noted in each adventure)
Destroys a major fortress of the enemy of the region +8
Donates money to the region +1/1000 gp donated
Good Aligned +5
Changes Alignment to Neutral -5
Commits an Evil Act -10 per reported incident
Is Evil -1000 :)
In a region outside one's home(treat as being two worse on the affiliation charts unless the person makes a Knowledge(Local - the region) DC 15 check - then just one. For purposes of the legal system, it should be assumed that someone automatically made the check.

Affilliation Score:
3 or lower: Does not affect regional attitudes
4-10: Tolerated - shift reaction 1 towards normal(a normal NPC might treat the party as friendly, and be hostile to kobolds - but now would be just unfriendly)
11-20: Trusted - shift reaction 2 towards normal
21-29: Citizen - shift reaction 3 towards normal
30+: Member of Society - normal reaction, leaders of the region might look to him to solve other problems, etc...

It seems a consistent way to have the regional flavor controlled by the triad without screwing any kobold PCs as a result of that. It also eventually gives the party a quick in-game reason to accept a kobold in their party - if all the NPCs give the kobold a grudging look of respect, what's the party's problem?

Thoughts?

That's a neat idea, but I'd quibble with "Citizen." Perhaps something like "resident" or "native" would serve your purpose?

In the Yeomanry in particular, citizenship is a very special status, earned by serving in the militia for a term of years. IIRC, about 80% of Yeoman households include a citizen, but something less than 25% of all Yeomen are citizens. It would be reasonable to suppose that kobolds would be banned from the militia, and that they therefore could not earn citizenship in the Yeomanry no matter how trusted they were.

Citizen might be a special status in Yeomanry, but it isn't in general a special name. It simply means in this case that the person should expect to be treated almost exactly as a typical member of the region would be treated. A Member of Society(the top affiliation) could expect to be treated as a Yeomanry Citizen. Either of them could expect to join the militia - even if there is a ban on Kobolds, because they presumably have special dispensation from multiple favors - once you stop great evils from wrecking havoc enough times, the higher ups will overlook your kobold status.

I'm obviously not set on the name, but I used Citizen because it implies the Kobold has rights. Resident/Native is a little weak for that.

We have something a lot simpler, yet simliar being developed in Ratik.

We akready have an existing reliable or unreliable system, and influence points/favours with noble houses though ;)
