Hi, I'm new to running Living Greyhawk and had a player want to run a Dragon Shaman as his character...searching through the LGCS and forums here I can't find a clear answer on it...is the Dragon shaman a legal base class in Lg or not?
Thanks for your help.

Dragon Shaman is in the not open/not closed status. Meaning it is a legal class to take, but you must gain access to it via special mission, AR access, or meta-org. It is not open by default.

OK- I'll bite - does such access actually exist? Is there an adventure or metaorg that actually grants access or is the Dragon Shaman a purely theoretical option?

FYI - Duskblade falls into the same category. Word is that a few players have access, but it required playing a Gencon special module at APL 10 and accomplishing some objective.

So you have to be extra super duper special.
or extra well connected.

Wouldn't that also only open it to that character? So there'd be no way of starting fresh and actually having a L15 X?

As far as I know AR access works that way.

However I'll bet that as soon as 597 came out (and probably even before) the meta-orgs in some regions were also being re-written to allow classes such as duskblade and dragon shaman.

Still means you lose one level to something else, but that's liveable if you really want to play certain classes.

I'm responsible for one of the local meta-orgs and while we were told that racial substitution levels could be used where appropriate, no mention was made of non-standard base classes.

I noticed in looking through several hundred AR's for retraining options for multiple PCs, that I only had access to a handful of prestige classes (less than 5). Feats and spells were slightly better, but there are just so many of them, that it's hard to get what you want.

I heard this second hand - not sure of exactly how the AR was worded or if it was some kind of certificate, much like the RPGA reward cards.

It was a separate certificate, but it was still tied to the specific character that played the module.
