I am looking to start a new character and am interested in a drunken master, but I have never campaigned with one. My question for the group is what makes the best starting character to become a drunken master (I assume monk) and are they an effective part of a party! Thanks in advance!

Monk is typically the best, but not entirely neccessary. If you want him to be a more classic type, and be the most effective Drunken Master statistically, monk is the way to go.

It might be cool, however, to go another way with it.

It's a limited prestige class, so you should think about access prior to getting too far along in PC design.

IMO, the class is something which should have ended up in one of the books for mature players. I suspect there is a lot of agreement on that position, because a number of regions don't allow it. I've actually never seen anyone playing a drunken master in hundreds of games as a judge and player.

There are a few regions who allow them. Keoland has them and I believe Dyvers also.

As a class they can be fun to play but you have to remember that you do not want to ruin your tables fun in playing a drunk. For a purely statistical point, Monk is the best way to go because the class requires stunning fist now ( I believe.)

Not stunning fist, rather Flurry. Does anybody know how to get Flurry of Blows without being Lawful or a monk?

Getting flurry of blows without being lawful or a monk is about as easy as getting bardic knowledge without being non-lawful or a bard. it's just one of those things.

Bardic Knowledge without being non-lawful or a bard is easy... Loremaster 2 gives you that. Attainable by level 9.

No, Loremaster 2 gives you "Lore" (as does Ollam). True, this has all the effects of Bardic Knowledge; it stacks with Bardic Knowledge for the rolls; and the Obscure Lore Feat apples to both abilities. Whether Lore is enough when Prerequisites for another class specifically ask for "Bardic Knowledge" is a moot point, though.
