Will the new domains in Complete Divine be included to Living Greyhawk?

For example, Telchur now has 'Cold' domain. Could a cleric take that domain?

Not until at least June 15th. The Circle is working on a revised deities document, hopefully that will be released in early June.

So if the LGCS doesn't tell you that you have access to something or tell you that you can gain access to something then you cannot access it until such time the Circle revises such rules.

Nick.
