It seems that every time I play a scenario the Judge has different rules for readying items that aren't weapons (i.e., scrolls, wands, potions, etc.). For example, I've played the following with regard to scrolls and wands:

1) It's in a sheath and can be readied like a weapon (during move, can be quick-drawn)
2) It's in a sheath and can be readied with a move-equivelant action (can not be quick-drawn)
3) It's buried in your pack and can be readied with a full-round action.

For potions, I've played the following:

1) Can be readied with a move-equivelant action and can be quaffed with a standard action.
2) Can be pulled out of your sack with a move-equivelant action, can be readied (unstoppered) with a move-equivelant or standard action, and can be quaffed with a standard action.

So my question: Is there a clear place in the core books where these rules are defined? If not, is it possible that the circle can define them and put them in a future release of the Living Greyhawk Campaign Sourcebook?

I don't mind having to rummage through my sack for this stuff, if that's the final ruling, so long as it's consistant. It's maddening not knowing, from scenario to scenario, how easily you'll be able to access your equipment.

personally id tell the DM where these things are and force a rule set on him.
basically tell him, im keeping my potions on the top of my pack so that they are at reach at all times. a bag can be packed anyway you want. and if wands are sheathed then treat them like it, tell him where on your body it is placed and make sure its where it can be quick drawn, thats the only way ive found thus far to solve the problem, be detailed, and do it in character earn yaself some RP
