In the greyhawk sourcebook, it says after having played at least one adventure, you can buy pretty much anything up to +1, but it only says +1, is this +1 or +1 equiv? example

my monk needs a new quaterstaff, i want a magic one, so can i buy a Quaterstaff +1 for 2600gp (2000 for +1, 600 for 2 headed masterwork) . answer, yes

but...
can i buy a Magical Quarterstaff (600gp) with the Ki-Focus enhancement (+1 equiv, 2000gp) for 2600gp, exactly the same as the +1, but the question is, can i buy it without an campaign documentation?

No.

You also cannot put an enhancement onto a weapon that is not magical. To get ki focus on a quarterstaff you would need:

Masterwork Quarterstaff (300 gp)
+1 Enhancement (2000 gp)
Ki Focus (6000 gp)

Total: 8300 gp

Also, as Simpi said, you would need to have access to the ki focus enhancement from either a Meta-Org, or from an AR.

why is the ki focus 6000gp? i thought it cost the same as a +1 enhancement (2000)
also, a quaterstaff is classed as double headed and costs 6000 masterwork.

Because you cannot add a special ability (keen, flaming, etc.) onto a magic weapon unless it is already has at least a +1 or higher magical enhancement bonus. Check out the DMG on creating magic weapons.

Just to explain in a little more detail:

As Steve says, you can't get a weapon that only has the ki focus ability; any special ability (i.e., ki focus, flaming, keen, etc.) has to be added to a weapon that has already been magically enhanced to at least +1.

So, the cheapest ki focus weapon you could get would have a +1 enhancement, as well. Putting ki focus on top of a +1 yields a total "enhancement" of +2, for purposes of pricing. A +2 weapon costs 8000gp, plus the base cost of a masterwork version of that weapon.

If you already had a +1 weapon, and wanted to have ki focus added to it, it'd cost an incremental 6000gp (8000 minus the 2000 for a +1 weapon, because that's already been done). If you wanted to add ki focus to a +2 weapon, it'd be an incremental 10,000gp (because a weapon with an effective +3 enhancement (+2, plus an extra "+1" for ki focus) is worth 18,000).

Doing all this on a double weapon, like a quarterstaff, gets more complicated, because you have to worry about the enhancement on each "head" separately. You can choose to have all of the magical enhancements done on one head, but I think you'd have to pay the masterwork fee of 300gp twice (I don't think you can get a double weapon with only one head masterwork). So, a masterwork quarterstaff would cost 600gp (0gp for a stock staff, plus 300gp twice for making it masterwork).

Yeah I should have listed the masterwork as 600.

So:

Masterwork Quarterstaff: 600 gp
+1 Enhancement: 2000 gp
Ki Focus: 6000 gp

Total (one head): 8600 gp
Total (two heads): 16600 gp

A Wand of Cure Light Wounds can't be bought by anyone like a dagger +1 right? You need either AR access or MetaOrg access right?

That is right. Dagger+1 is freely available, Happy Stick is not.
The list in LGCS is quite clear about what you can buy. Just see the prices in DMG if you are unsure.
