Collegiate Wizard is one of my favorites and I am unsure why the RPGA would ban all L1-only feats considering they're only available at L1.

Well, I don't know about *all* 1st-level-only feats (and I'm not sure that that's true, anyway)...but Collegiate Wizard (and Precocious Apprentice) both appear in an optional section of Complete Arcane.

Mages who have trained in a dedicated college or academy learn different approaches to spellcasting (and gain different advantages once their training is completed) from characters who appentice at the side of an experienced arcanist. If the DM wants the abilities of 1st-level wizards to reflect their training (or wants to allow other arcane casters a specialized edge for having trained at the side of a master), he or she may (emphasis mine) make the following feats available in the campaign.

Now, I don't know the Co6's thinking on this, but I can hazard two guesses:

1) The campaign doesn't contain the kinds of organized schools that these feats presuppose (may or not be the case; I don't know every detail of Greyhawk).

2) (more likely) Collegiate Wizard strikes me as being a pretty strong feat. You gain 3 extra spells known (for free) at 1st level, 2 extra spells known (for free) every time you gain a level, plus a +2 on Knowledge (arcana). It may well be that the Co6 felt the feat was broken.

They haven't...A number of the Regional feats from Dragon Magazines #315 and 319 are available (I know for certain that Pure Blooded Suel is, since one of my characters has it)...

It duplicates and amplifies the Dragon Magazine regional feat "Greyhawk Method", which is only available to those whose home region is Greyhawk, which is no one... :D

It's not a feat, its an idea slapped into a sidebar. That, and it is ridiculously good.

If something's so good that its hard to imagine yourself NOT taking it, there's an issue.

The Greyhawk Method feat is available on a current AR.

I am not sure that anyone does :) . However, there are certainly a number of more-or-less canonical organized schools of this kind in the Flanaess. One that is certainly canonical for LG purposes is the Zashassar of Ekbir, which produced Alhamazad the Wise of the Co8; it is mentioned in his entry in the "Greyhawk's Circle of Eight" document. It is probable that such other set-ups as the Sagacious Society of Nyrond, and the Sorcerer's Nexus of Rel Astra (both of which have associated Feats in the "Regional Feats" documents, although at least one of them is Limited) are also LG canon.

Gah! Don't tell me stuff like that...I don't want to be wondering what's going on in current modules, I'm not "that guy", but when you say something like that, you really test my principles...

The Sagacious Society is a Nyrond Regional Meta-org which can be joined by PCs, and that may be the case for the others as well...Don't assume that just because it isn't in the LGCS it isn't in Living Greyhawk...

Where can I learn more about this meta-org and how can I join?

www.nyrond.org

The metaorg document is there, though the triad (like all other triads) is currently revising it, so requirements and info may change...

Good point. I suspect that the Sorcerer's Nexus may have changed its name in 3rd ed., though; it was given its original appellation back in the days when "sorcerer" was just a flavourful synonym for "wizard", although after the High and Far-Off Times (1st ed.) when it referred (I think) to a particular LEVEL of magic-user. Those were the days... In any event, the rise of CHA-based casters for whom "sorcerer" is a technical description may have led to the renaming of an institution which is clearly mostly for wizards. Or maybe not. Nothing says that people in the Flanaess have to be entirely consistent in their arcane nomenclature.
