I am equipping a couple of NPCs with magic items for my campaign, and I wanted to give one of them a +2 quarterstaff, as well as a staff of frost. I want to combine these two into a +2 quarterstaff of frost, which sounds like a logical thing to do. However I want to know whether this is covered by the rules, since I can't really find anything to support or deny such an item. So my question is: Is a +2 quarterstaff of frost in accordance with the rules?

Double ended weapons like quarterstaves you have to enchant both ends separately. So you could have one end be +1 flaming and the other +2 frost or whatever you want.

So yes, but it would be the price of two +3 weapons.

I realize I haven't chosen a particularly clear example with the staff of frost. I don't mean a frost weapon (doing additional cold damage, described in DMG 224), but a staff of the frost kind (capable of casting ice storm (1 charge), wall of ice (1 charge), and cone of cold (2 charges), as described in DMG 244).

To give a clearer example: is a +2 quarterstaff of power possible?
(a staff of power is described in DMG 245)

Ah, yes, make the +2 quarterstaff as normal, then add the cost of a staff with those spells you wish on to it. Then add 50% of the higher cost to the total cost in accordance with the "extra power" or whatever from the creation guidelines.

Example:
+2 Quarterstaff (8300gp)
Frost Staff qualities (X gp)

Add 50% to X, so its 1.5X, then add 8300gp.

I don't think you need the 1.5x cost multiplier. A magical staff is still a quarterstaff, and can be enchanted normally like any other weapon. This would be different from combining 2 magic items together.

I'd probably calculate the cost of the Staff of Frost, using a +2 quarterstaff as an added material component.

The staff of power for example counts as a +2 weapon, a couple other staves count as magic weapons and you have rods that pull double duty as clubs or maces.

Looks like I chose another bad example :)
How about a +2 quarterstaff of illumination then, is that possible without having to pay the 50% extra for combining two magic items?

The staff of the woodlands is also +2

Near as I can tell there is no extra cost, Your not combing two magic items like say a belt of giant strength and a amulet of health.

Your not combining two magic items, quarterstaffs can simply be enchanted in two ways as a weapon or as a charged item.

If there was a +50% the staff of power would cost a lot more so would the staff of the woodlands.

It is basically like enchanting a shield as both a weapon and a shield. The costs and effects are totally separate. I don't think you'd need to apply the x1.5 price modifier at all.

For my FINAL act of proof we look at runestaffs from the magic item compendium.

The Runestaff of Ethereal Action's price is
29,700gp
*Check errata, YES they have magic item compendium errata now.

The staff functions as a +1 ghost touch spell in addition to its spell abilities.

I then duplicated the staff using the rules for creating new runestaffs.
The spell casting part costs 21,400gp
Which leaves exactly masterwork quarterstaff 8,300gp of +1 ghost touch

Which gives us the item market price of 29,700gp.

I back engineering a runestaff as they are far cheaper then normal staffs and would require less math and thus less chance for a hicup.
