In the description for Speed it says that it is not "cumulative"w ith similar effects such as the haste spell, but it says that the user of the may make one extra attack with it, so really the two weapons are two differenet effects themselves, no?... If I'm using two speed weapons do I get two extra attacks in the round?

The general concesus on the boards, you'll find, is that the answer is "no".

My oppinion, which often flies counter to the majority of board members, is "yes".

There is also a staff in the Epic level handbook that seems to support my side, but most people tend to disregard it as a "special exception".

so in the end its going to come down to a DM discretion thing? (not that everything doesn't anyway...)

You could get jiggy with the meaning of 'cumulative' and assert that it only means that you can use Haste or any similar effect to get another extra attack /with the speed weapon/ - since using Haste for anything else, for instance, wouldn't be 'stacking' with said extra attack.

In my campaign(s) I allow a character with two speed weapons to make an additional attack with each weapon. Hasted characters gain no further additional attacks. However, characers using flurry of blows DO gain additional attacks based on that class ability (granted that the speed weapons apply for flurry of blows).
This admittedly makes things a little interesting and complicated, (calculating all the attack bonuses isn't for everyone) especially since Our Lord and Master, Skip Williams, recently revealed in a Sage Advice article (courtesy of Dragon Magazine) the characters with the Two-Weapon Fighting feats can use them in conjunction with flurry of blows to get a buttload of attacks. Then again, characters of sufficient level to have these abilities (and afford 2 of the expensive speed weapons) should be sufficiently badass. (Any DM crazy enough to allow low-level characters to have speed weapons is just that - crazy.)
