One of my pc's is a halfing druid, he uses a medium quarterstaff instead of the large one, and he said he was fine with the drop from 1d6 to 1d4. Every combat he casts Shillelagh on it and does 1d10 with it. I find it hard to believe that even if it gets smaller, it does the same damage as it's larger counterpart, any thoughts on this? It's really bugging me.

You could follow the description in the PHB. maybe that would help.

Your own nonmagical club or quarterstaff becomes a weapon with a +1 enhancement bonus on attack and damage rolls. (A quarterstaff gains this enhancement for both ends of the weapon.) . It deals damage as if it were two size categories larger (a Small club or quarterstaff so transmuted deals 1d8 points of damage, a Medium 2d6, and a Large 3d6), +1 for its enhancement bonus. These effects only occur when the weapon is wielded by you. If you do not wield it, the weapon behaves as if unaffected by this spell

Notice the "3.0" tag in the subject?

You're quoting the wrong PHB :)

To the original poster - that's right, his Shillelagh deals 1d10. Just like his Flame Blade deals the same damage as a human's, his Produce Flame deals the same damage as a human's, his Magic Stone deals the same damage as a human's, and - if he were a cleric - his Spiritual Weapon deals the same damage as a human's.

If you don't like it, consider adopting the 3.5 version of Shillelagh Ehrin quoted above.
