Seems from the spell description that you can cast Feather fall when its not your turn, so long as you hadn't cast a spell during that round???

Here's the Feather fall description from the 3.5 SRD:

Feather Fall
Transmutation
Level: Brd 1, Sor/Wiz 1
Components: V
Casting Time: 1 free action
Range: Close (25 ft. + 5 ft./2 levels)
Targets: One Medium or smaller freefalling object or creature/level, no two of which may be more than 20 ft. apart
Duration: Until landing or 1 round/level
Saving Throw: Will negates (harmless) or Will negates (object)
Spell Resistance: Yes (object)

The affected creatures or objects fall slowly. Feather fall instantly changes the rate at which the targets fall to a mere 60 feet per round (equivalent to the end of a fall from a few feet), and the subjects take no damage upon landing while the spell is in effect. However, when the spell duration expires, a normal rate of falling resumes.

The spell affects one or more Medium or smaller creatures (including gear and carried objects up to each creature’s maximum load) or objects, or the equivalent in larger creatures: A Large creature or object counts as two Medium creatures or objects, a Huge creature or object counts as two Large creatures or objects, and so forth.

You can cast this spell with an instant utterance, quickly enough to save yourself if you unexpectedly fall. Casting the spell is a free action, like casting a quickened spell, and it counts toward the normal limit of one quickened spell per round. You may even cast this spell when it isn’t your turn.

This spell has no special effect on ranged weapons unless they are falling quite a distance. If the spell is cast on a falling item the object does half normal damage based on its weight, with no bonus for the height of the drop.

Feather fall works only upon free-falling objects. It does not affect a sword blow or a charging or flying creature.

Yes, thats right.
The idea is that you can use it whenever you want, because its designed to keep you from falling to your death. If you have to wait until your turn, and then use a standard action to activate the spell, it would take so long you would fall to your death long before you could activate it.

So, you can use it whenever you want.

yeah, I know, don't ask about it, don't wonder why it is so.
it doesn't make any sense.
just be happy if you are falling you can cast it to save yourself.

or you could think about "swift actions" and how they would fit well this situation... but if you have never heard of them it is better to continue not knowing ;)
or you could think you don't actually star falling untill it is your turn. This would fit all those scenes in animes and action movies where characters are suspended above nothing before gravity notices them.

It is a free action, castable at any time -- so long as you have it prepared.

You could always rule that characters only fall during their own turn. That solves the issues nicely. ;)

I'm not entirely joking. The turn sequence breaks down somewhat when significant involuntary movement is applied to a character. Having each character "fall" only on their own turn helps avoid the problem.

Unless you've already cast a quickened spell that round.

If your buddy gets bull rushed off the cliff and her action comes before your action does.... The spell, as written, can save her. Your modification would have her fall to her death... because she was able to "react" to gravity faster than you could!!!

It's more of an "Immediate" action than a "Swift" action. The Expanded Psionics Handbook elaborates on both. Feather Fall is an Immediate spell that predates the terminology.

It really annoys me that there is an entire class of actions that only psiones can do.

This is akin to saying only fighter types can make a full attack. No it makes less sense than that. It is closer to saying only fighter types can take full round actions
