I happened to cast Obscuring Mist (http://www.systemreferencedocuments.org/35/theraven_stephenh/spells/Obscuring_Mist.html). While inside the area of the mist that has 100% concealment, do I suffer a movement penalty like if it was dark (1/2 move or 3/4 move if you have Blind-fighting (http://www.systemreferencedocuments.org/35/theraven_stephenh/feats/BLIND-FIGHT.html) feat)?

Technically, fog, fog cloud and obscuring mist have no effect on movement. The rules for concealment provide the mechanics for other combat action effects.

However, I restrict movement in fog (normal or magical) to half speed with no penalties, or full speed with loss of Dexterity bonuses. Either you are watching where you are going, or you are moving with no regard to risk. This is a house rule, of course.
