This spell is based off of See Invisibility (http://www.systemreferencedocuments.org/35/theraven_stephenh/spells/See_Invisibility.html):

See though Water
Divination
Level: Brd 2, Sor/Wiz 1
Components: V, S, M
Casting Time: 1 standard action
Range: Touch
Target: Creature touched
Duration: 1 min./level
Saving Throw: Will negates (harmless)
Spell Resistance: Yes (harmless)

You can see though water or water vapor as if it wasn't there. You can attack into water while outside of water at no penalty (no parrallax error).

It does not reveal illusions or enable you to see through opaque objects. It does not reveal creatures who are simply hiding, concealed, or otherwise hard to see. This spell counters spells equal to or lower level that magically create a mist/vapor cloud that obscures vision, such as Obscruing Mist

See though Water can be made permanent with a permanency spell.

Material Component: A tiny dry sponge.

What do you guys think? Should I lower the level to 1 since its very specific? Basically I'm trying to create this spell to counter Obscuring Mist, which is a first level spell.

[EDIT]
1. Change spell level to Sor/Wiz 1, Brd 2
2. Changed spell name to See though Water.
3. Put a note that this spell defeats water/vapor spells equal to or lower level like Obscuring Mist
4. Also put a note that the spell defeat the parallax penalty when attacking into a body of water.

I'd drop it to Brd/Sor/Wiz 2. At Brd3, no bard would take it, and it isn't all that powerful given its limited environment requirement.

I think you could also drop it to Bard2, Sor/Wiz1 with a one round per caster level duration.

There is a spell like this in Masters of the Wild.

Fire Eyes
Druid 0
10 min/level
Creature touched

Creature touched can see through normal smoke, fire, and fog as if it weren't there. Subject cannot see through magical fog, such as Obscuring Mist.

I'd adapt something from this.

I'd just change it to water sight, where you can see clearly through any kind of water (ice, ocean, etc.)

Parallax penalty? What parallax penalty? There's improved cover from the surface of the water, and the minuses for slashing and bludgeoning weapons, and the penalties for ranged weapons, but that's it. There's no parallax penalty.
