I'm not going to go into much detail about it aside from stating that the spell is similar to the 2nd level spell, Bull's Strength
Thus the strength granted does not stack with other similar enhancement spells and effects (i.e Bull's Strength, Divine Favor and the Strength Domain enhancement bonus) but does stack with size bonuses, luck bonuses and other non enhancement specific bonuses. It also replaces the target's natural strength for the duration (so no having a hill giant's strength attack and damage bonus along with your base strength bonus)

It grants specific giant strengths depending on caster level (hill giant at 7th, stone giant at 9th, frost giant at 11th, fire giant at 13th, cloud giant at 15th and storm giant at 17)

It has a 50 gp spell component.

The main problem is that a goofy gamer I play with complained to the dm that the spell was way to powerful and should be a 6th level spell. The dm decided to think about this spell over this weekend. I can't see how it is overpowered. If it does turn out to be 6th level worthy, there is no way in heck I will be wasting my cash on it. What do you people think?

What book is it from?

As far as I know, it is an original spell created through research. If it is in a book, could someone point me in the right direction?

A polymorph effect would replace your natural strength score, but doing this with an enhancement bonus is somewhat unorthodox. If it's a custom spell, I'd wouldn't allow it. Just go for a straight enhancement bonus that scales with caster level.

That takes me back a ways....

I assume, (although you really should state it in your post) that this is a spell of your own invention.

The spell is kind of over powered. If you think about it, a +15 str at the 7th level for one 4th level spell slot and 50gp is quite a trade, regardless of the time length. I much better way to get to you're desired effect would be a +1 per level bonus to str for the duration of the spell. This would effectively give your tanks the strength of a hill giant. Assuming that your tank has a str of 16, +7 for this "Giant's strength" spell, +2 for Enlarge Person brings you a total of 25 which is the same as a hill giant. Also you could cap it at something like +20, which wouldn't really have any material effect for you, but it would make your DM and fellow players feel better. Also, a more expensive. exotic martial component would be a good addition.

I can see your point. As I stated earlier, if the dm rules similarly, I will not be spending my hard earned gold (miserly dm) on it.

Without the specifics, It does look like the spell would be overpowered. You could compare it to the bite of the * spells. The differnce there (aside from the other enhancement bonuses) would be the different powered spells are separate spells of higher levels. Fixed level spells that continue to scale into higher levels are usually a good use for lower level slots when you are higher levels.
On the other hand, you could compare to similar effects that could be gained by polymorph self. If the benefit scales with the HD available from the polymorph spell, I would allow it (even if there would be some size or type restriction). Just for the fact that it would be easier to manage than the polymorph spell.

If I were houserulling a spell such as this I would probably crib it from Owl's Insight in the Spell Compendium (much lower bonus but lasts an hour and stacks with most other goodies)

If one considers Owl's Insight balanced, an attribute buff to any other stat based on it should be fine.
