Is anything stopping me from making them? I ask, because although they're technically still in the price range of the DMG wondrous items, the list only includes items that give +2, +4 or +6 to any ability score.
I wonder if they
a)shouldn't be able to be created.
b)are considered epic items.
c)are left out because it's easy to extrapolate their cost.

You can create them but anything with a + greater than 6 (or 5 in the case of weapons and armour) is considered Epic (and as such is only creatable by an Epic character, and in principle only available for use by an Epic character).

But having said that you can allow them in your campaign if you wish to house-rule it - 64,000 for a +8 item is probably about right.

As per the ELH, you would need the craft epic "item creation feat" feat to forge an item that grants a stat enhancement bonus of +8 and above, and the price is also subject to epic item creation rules, meaning the price is multiplied by 10.

Since they were left out of the DMG, it means that they cannot be forged under existing DMG rules. Plus, in the advent of ELH, you need to be epic to take the appropriate epic item creation feat, meaning that you must be epic to craft said item.

Other than that, nothing really, just as there's really nothing stopping a lv1 commoner from accessing epic spells as a SLA so long as the DM approves of it. ;)
