If I have a touch spell active (like harm ) and I try to touch someone and miss, is the harm spell still active on my hand (i.e. can I try again next round)?

Yes, see PHB 176, "Touch spells and holding the charge".

Yes, see PHB 176, "Touch spells and holding the charge".

Really? I always assumed that if you missed, the spell was discharged.

I already read the PHB, including the reference passages. They are not clear, which is why I posted this question.

I always read and then post.

If it's a ranged touch and you miss, the spell is gone. If it's a plain ol' touch spell, you continue to hold the charge until you either A) touch somebody (even by accident) or B) cast another spell.

Yes, this should be clarified as Zherog said. Its touch spells, not ranged touch spells.
Imagine you hold a weapon and attack repeatedly with it until you score a hit, while using a ranged touch is like hurling a weapon at someone, where it misses or not. This also goes for touch spells which you turned into ranged touch (e.g. hierophant ability); they are gone once you shoot.
