Say you take the Feat Innate Spell which allows you to use the spell of your chose as a spell-like ability every round at will, thought by sacrificing a spell slot 8 levels higher to do it. Suppose this is done with the Spell True Strike, thus costing you a 9th level spell slot. Now let us suppose you take the feat Quicken Spell Like Ability, and apply it to this particular power.

For the purposes of determining what level your character must be in order to buy this feat and apply it to the power, does it count as a 1st level spell, or a 9th level spell?

It is a 1st level spell. The Innate Spell feat does not change the spell level, it simply requires you to give up a spell slot 8 levels higher to gain the spell like ability. You would have to be able to activate True Strike as a 10th level caster in order to apply Quicken Spell Like Ability.

You would have to be able to activate True Strike as a 10th level caster in order to apply Quicken Spell Like Ability.

Which he will likely have no problem meeting when he is ready to sacrifice the 9th slot for an innate truestrike.

of course, if waiting a few levels for Epic play is an option, it might be worth sacrificing a 13th-level slot to gain Quickened True Strike as an Innate Spell...
