I'm working on a class for my RPG. It's called, naturally, the Mage. It's got a wizard's feat progression, and also something I like to call "Master Casting."

At 9th level, his 1st level spells need only a vocal or somatic component (or none if the spell has only one of the above components); at 11th, they need neither component; at 13th, he can cast 1st level spells as a free action, but only one free-action spell per round.

This continues with 2nd spells (11th, 13th, and 15th) 3rd level spells (13th, 15th, and 17th), 4th level spells (15th, 17th, 18th), and 5th level spells (17th and 18th).

Is this balanced? The game doesn't have Still, Silent, or Quicken Spell metamagic feats, by the way, if it helps. Also, in this game, fighters and other types eventually gain access to mecha and powered armor and other items that greatly increase the damage they do (and mecha are the only thing that give a somatic spell failure), so long as they can purchase it.

What game is this? And does it use a Player's Handbook too? :P

(Actually, it sounds fairly balanced, depending on what other major mechanics changes you throw into the game.)

Yeah, it's an Open Liscence game. I'm a-working on the player's handbook now, and I'm going to convert the best of the original monsters to 3.5.

I started on it a year ago, and it's painfully amateur. With more practice with d20, i now know what I can do, and can now test its limits with mechanics that fit into the game's world.

The game itself is a science fiction/fantasy setting, in which the players play as just about anything--soldiers, average joes, or whatever--and struggle against whatever the GM chooses to throw at them. There's racial tension, monsters, technological struggles, megacorperations... anything from Counterstrike-esque infiltration to Evangelion-esque robot-on-robot action. It's all about potential and variety.
