Does the spell compendium contain EVERY previously published spell except for those in the Player's Handbook?

no, it does not contain a number of 3.0 spells, nor many spells from dragon magazine.

For example, Summon Dire Hawk from RotW is not in the Spell Compendium.

What it contains is the spells from the Complete books, Dragon Magazine and some earlier sources for the core spellcasting classes.
It does not contain spells from the Races books (I think) and it does not contain spells not accessible by core classes, but only by new ones, eg Wu Jen.
It does not update the spell lists for any class other than those from the PHB and DMG.
It does give the new Domain information and spell lists (several spells are Domain only).

It does not update the spell lists for any class other than those from the PHB and DMG.The SC does contain guidelines for expanding the spell lists of non-core classes with new spells (without giving actual lists) on pages 3 - 4 of the book.

Nothing from Lost Empires Of Faerun, either.

It IS worth buying though.

It does give the new Domain information and spell lists (several spells are Domain only).
Although as far as I can find, it doesn't list which PHB deities can grant the new domains, which would've been nice.
