Can you make a spell into a wand as long as it is a level 4 or lower spell for someone? For example, Flame Strike is a level 4 spell for druids, but it is a level 5 spell for clerics. Can it be made into a wand? Can a cleric use said wand, even though it is a level 5 spell for them?

Can you make a spell into a wand as long as it is a level 4 or lower spell for someone? No, the wand has to be made by the caster that has the spell at 4th level. I think a cleric could make a 4th level wand and have a druid "provide the spell slot" for them, but it would be just as expensive as buying the wand directly.

For example, Flame Strike is a level 4 spell for druids, but it is a level 5 spell for clerics. Can it be made into a wand?Yes, but only by a druid or with a druids help.

Can a cleric use said wand, even though it is a level 5 spell for them?As long as the spell is on the casters list, they can use it. So yes, a cleric could use a druid created wand of Flame Strike.

I second everything the previous poster said.
