I'm sure someone might have already submitted an idea like this, but one way I slightly adjusted the 2nd level attribute boosting spell is to combine them, so the caster gains flexibility in which attribute is increased when needed.

Ability Boost
Transmutation
Level: Clr 2, Drd 2, Rgr 2, Sor/Wiz 2
Components: V, S, DF
Casting Time: 1 standard action
Range: Touch
Target: Creature Touched
Duration: 1 min / level
Saving Throw: Will negates (harmless)
Spell Resistance: Yes

The affected creature gains a temporary boost in any one of their ability scores, chosen by the spell caster at time of casting. The spell grants the subject a +4 bonus to one ability score, which adds all the usual benefits (attack bonuses, save bonuses, etc) that correlate to their current attribute score.

This spell would render the other ones obsolete and is therefore unbalanced.

To balance it, you should lessen the bonus to +2 or make it a 3rd level spell

3.5 moved in the opposite direction, splitting each function of a multi-function spell into its own listing. Atrehen's suggestion would work to balance the spell.

That's actually the reaon why I prefer to group these spells...it really is the same spell with a different parameter. It gives the spellcaster the flexibility, but it still doesn't last very long.

A +2 boost to a stat isn't substantial. And, for one minute per level, 3rd level seems high. Perhaps, making it a third level spell but increasing the duration to five minutes/caster level is a better balance overall.

Any thoughts?

You're missing the point. The flexibility in and of itself constitutes additional power. It's a more flexible variant of the 2nd level spells, so it should be 3rd level. If you make it more flexible and last longer, it should be 4th level.
