Hey, just wondering if a PC's spellcasting level is effected by spells which lower their casting-related ability score?

For example, if a 5th level wizard with 13 intelligence (thus they can cast up to 3rd level spells) is hit by a debuff that reduces two points of intelligence, wouyld they be unable to cast their 3rd level spell - despite the fact that they have it memorised?

thanks

That's correct.

You need the minimum ability score to cast the spell. What's more lets say you have 16 Int and are a wizard. You are 5th level and can cast 3rd level spells. What's more you get one bonus spell for high Int.

If you are hit by Touch of Idiocy and lose 3 points of Int you'd automatically lose one spell (no longer have the ability score that gives you that bonus spell per day), from your 3rd and 2nd level spelllists. But you could still cast 3rd level spells as you'd have 13 Int.

Had you been hit with 4 points of ability damage you would have lost your ability to cast 3rd level spells altogether.

Poisons, spells, and ability draining attacks that attack a caster's primary ability can really take them out of a fight. Something to keep in mind when planning your BBEG whose been watching the PCs and is 'ready for them.'
