Then get a new DM.

The character wealth by level guidelines on page 135 of the 3.5 DMG indicate that by 4th level, you "should have" about 5400gp worth of equipment and money. This is enough for a +1 weapon and a fine assortment of potions.

Dude...whoa

Keep this in mind while reading this: I ain't in your campaign, so I don't really know what you're DM is cookin' up fer ya, but I would say that in a "normal" campaign (that being one that closely follows the guidelines set forth in the core books), you and your DM should be following table 5-1: Character Wealth by Level on pg. 135 of the 3.5 DMG (pg. 145 in 3.0 DMG). Though it's only a guideline, it should at least be used to get a "ballpark" number of what you're character should have.

Also remember that you're character should only have "major" item, that being one that takes up only a third of the wealth you're character could have at any given level. That, of course, is subject to DM's approval (isn't it all?)

Yes, there are guidelines in the DMG about how much gear the players should have in order to be able to keep up with appropriate level challenges (aka their normal CRs). Average PC should be able to afford both a masterwork weapon AND armor by 2nd level.

No single item should be worth more than half your total character wealth though. Means you should be able to get a +1 weapon at about lvl 3.

Edymnion and shadowkiller5,

I use the no more than half "rule" because it just makes balance sense to me. However, I cannot find a reference to this "rule" anywhere... not the core books (3.0 or 3.5), not the errata, and not the FAQ.

Has anyone actually seen this rule, guideline or even suggestion in print anywhere besides us opinion board members?

This isn't necessarily a "problem". You don't need magic weapons, and if you're not encountering problems due to a lack of them then nothing should be wrong.

However, if you feel underequipped or unable to handle the challenges at hand, talk to the DM.

If your DM still gives you a hard time (not out of meannes, but just on a difference of opinions regarding what a character of your level should/should not have based on how well you've done in combat previously and how much money you have), then go to the DM's guide and look at the NPCs of your class/level. You should be better than an NPC, with more money and more items, but if the NPC of your class and level has masterwork/magical weapons/armor, then you definately should have at least what they have (unless, of course, you spent your money elsewhere). Of course, this is still up to your DM. Maybe he's planing on giving you a really cool weapon at the end of the quest, and scaling down the treasure for now.

Seeker, where the DMG (3.0 p43) discusses creating characters above 1st level recommendations are given for character wealth as well as for limiting the cost of any single item. The example given was more like 1/5 of total wealth than a half, but it is just phrased as a loose suggestion. The same section discusses how to price magic items that a spellcaster could have created at previous levels.
