I have a necromancer who is getting involved in a war with a race of beings powered by negative energy. He was looking to create a save or die spell for this race, which could also be used against undead being powered by negative energy.

Descriptive wise I was going to have it shell off the negative energy powering the creature, then collapse the shell thereby snuffing out the "life" of the target. I suppose one could also flood positive energy into the target until it cancels out the negative, but many seem opposed to arcane positive energy so I went with the former.

I was thinking, effect wise, it would work like finger of death, but strictly for negative energy powered creatures (ie undead). Maybe lowering the spell level 1 due to the specific target (look at shatter vs crystalline creatures). Also do you think such a spell would defeat a lich outright (ie no need to destroy the phlacraty(sp?)). And would it still be reasonable to still require a fort save, I know undead HD give you good will saves.

I know that spell, it has a HD cap, expensive mat component, and isnt what I am looking for. Close tho.

Originally in Tome and Blood, new version also appears in the 3.5 PHB, so it's fine to post it here.

Chronos, I don't know of any particular spell that does what you want. You could always research a version of one of the classic save-or-die spells, and have your version affect negative energy-powered creatures. You could also team up with a clerical buddy who can use Heal on them (which, followed by a Quickened CLW, is certainly a save-or-die.) Other than that, a creative look at existing spells may turn up something useful; offhand, I know that some of the Planar Ally spells can get you celestials...

It's not a spell, but perhaps a spell modified on the Disruption weapon property? If struck with the weapon, IIRC, an undead has to make a Fort save (DC 14) or be destroyed. Most higher HD undead can make the save with little trouble, but lower HD ones are severely threatened. Perhaps a spell, burst, that forces this save? The undead struck with this spell must make a Fort save (caster level + caster's ability mod) vs destruction? If you make such a spell, replace the disruption property spell with the new one you make. It would make more sense.
