When an air elemental takes the Whirlwind form, how does this affect melee combatants fighting it?

The description of the ability in the SRD states that they can 1) move through occupied squares and not draw AoOs, 2) they lose their slam attacks, and 3) threaten no squares. Further, 4) anyone who touches the whirlwind or enters its space is subjected to the whirlwind's effects.

How do its melee opponents engage it, in this state? Will the attackers get an attack, then have to deal with the whirlwind effect (Ref save to avoid damage, and ref save to avoid being sucked in)? Should this effect only apply to attackers using natural weapons, or any weapon?

I'd say touching is literally touching, as with natural weapons, touch spells etc. I don't think someone can get picked up by a whirlwind by poking it from a 10ft. distance.
