If a wizard has the feat Alacritous Cogitation and one appropriately leveled uncast spell slot can he make use any reserve feat he knows as he has (Potentially) any spell he knows available to cast? IE.....

My wizard has only one 3rd level spell slot left.

He knows the feats Alacritous Cogitation, Blade of Force, and Storm bolt.

He has the spells Leomunds Tiny Hut (Force) and Lightning bolt (Electricity) in his spellbook and with Alacritous Cogitation, can potentially still cast either one.

Can he make use of both his reserve feats while this single slot is still uncast?

By the RAW I don't believe so. The reserve feats require a spellcaster who prepares to have a prepared spell. With Alacritous Cogitation you are leaving the slot open and able to cast the spell, but it isn't prepared.

I would likely go with this ruling even were it not the apparent RAW. The idea proposed would essentially allow a wizard to prepare any number of reserve feats with a single spellslot (most likely the highest one, which she could still cast in an emergency) by simply writing an appropriate spell into her spellbook. This seems like a bit more than was originally intended by a single feat.

Thats what I figured. It seemed to be a little overpowered. Thanks for the answer. Btw... what is RAW?
