Alter Self allows to change into the race "Avariel", introduced in Races of Faerun.

The spell description says that you acquire the racial bonus feats of that race.

In the race desciption of the avariel in RoF it says under racial feats: "flyby attack, Hover, Improved Flight, Rapid Flight"

So when the character changes into an avariel does it get those feats or not? My dm says no, because under "abilities and racial features" those racial feats are not mentioned.

Is he right or is a character entitled to those feats when changing to avariel?

your DM is correct, those are feats that an Avariel gets access to.

Humans can't take the Hover feat or Improved Flight feat, but an Avariel can take those feats. But not every avariel knows how to hover or has improved flight, thats why they take feats for it.

I don't have the Avarial stats, so I can't double-check this for you, but here's how I believe you determine how to get the racial bonus feats or not. Take for instance the riding dog (http://www.d20srd.org/srd/monsters/dogRiding.htm). If you direct your attention towards his stat block (more specifically his feats), you will see: Alertness and Track. Both are feats the normal riding dog has, but both of them are not racial feats. However, upon closer inspection you will not a small B (http://www.d20srd.org/srd/monsters/intro.htm#feats). This "B" represents racial bonus feats. If the Avarial has this by her feats, then you assume those when you "alter self", if not... then you're S.O.L.

In other words, they are feats for which their race is a prerequisite, but *not* racial bonus feats, which they have simply by being that race. Which means you don't get those feats for turning into them with alter self.

Weird? Are you saying you can't "turn into" this race until you have those feats?

T'other way around, as race <x>, you can take feat <y>.

It means that if you really are a member of this race, you can take those feats. But you don't get those feats just for turning into a member of this race.
