alter-self is a tad confusing.

Are you of the same creature type as a thri-kreen? (IIRC, they're monstrous humanoids)

Is the +30 listed as a racial bonus to the jump skill?

If the answer to both is yes, then you can.

I'm away from book right now, but I always thought the thri-kreen +30 jump was an (EX) special quality with it's own entry and not a racial skill bonus, but i could be horrendously wrong. If I'm right, then it should be a no on getting the +30. If it is indeed a racial bonus, then yes, you would get it.

Either way, they are in fact monstrous humanoids, as Phaedrus suggested. So, unless you happen to be one already, you can't use Alter Self to turn into one.
