I have a player in a upcoming game who's character will be missing an arm. the character will be a wizard and wanted to know if if he could use alterself to gain an arm back for a short period of time? also I was wondering what kind of draw backs this would hae on him besides two handed weapon use, climbing and swimming?

I don't see any reason why not.

Yes, definitely.

any gross physical qualities (presence or absence of wings, number of extremities, and so forth).A body with extra limbs does not allow you to make more attacks (or more advantageous two-weapon attacks) than normal.

Clearly the spell is capable of allowing you to take a form that has 4 arms. So we know it can grow an extra arm.

Althrought by the RAW also says that he will be unnable to use the "extra" arm for attacking (ranged touch I guess) and such...

He couldn't use it for two-weapon fighting either, and one could argue he couldn't use any two-handed weapon or use a one-handed weapon in two hands.
