One of the players in my group wants an amulet that has a continuous Fear effect. That is fine. Caster level 7 x spell level 4 x 2000 GP.

However, he wants it to only effect Chaotic creatures; how the heck do I do that? How would that be priced?

As the spell doesn't differentiate between Alinements I don't think it can be done. Now if there's a spell that lets you do it then add that spell in the item build.

As far as I know.

Of course you can do that, and the how only matters if it's the player(s) making the item.

All you have to do otherwise is decide on a price (which sounds as though that's all your stuck on anyway).

I would gauge this similarly to an item that requires a certain alignment to use, and adjust the price accordingly. Basically, he is saying that only chaotic creatures are being viewed as relevant opponents, and thus only they need to be affected. However, that also means that all his non-chaotic allies will be immune.

Personally, I might assign a 15-25% discount on the item, depending on where the campaign is headed in terms of likely opponents' and allies' alignments. 15% minimum, 25% maximum. That's purely personal oppinion, however, as there are no actual rules dealing with such issues that amount to anything more than 'Ask the DM, or if you are the DM, decide.'

A bestow greater curse, or even a bestow curse made so that you are "now limited such that it can only strike fear into the chaotic." could work well enough.
