That would depend on where you found such an item. It is not in the 3.5 DMG.

It's in the 3.0 DMG.

In the description it states that the Amulet allows a cleric or paladin to turn undead as though he were four levels higher than his actual class level.

First you'll roll a Turning Check (1d20+CHA). This tells you how powerful of undead you can turn. Then you roll Turning Damage (2d6+class level [here's where the Amulet helps you]+CHA). That's how many total hit die worth of undead you can turn.

To answer your question, the Amulet helps you both turn/rebuke AND destroy/control undead (since your cleric/paladin level is +4, your chance of having twice as many levels as they have hit dice is increased).

Edited my reply. I had checked the DMG, buy typed the wrong book when responding. In any event, it is not in the 3.5 DMG. I wonder why they did not keep this item from 3.0 to 3.5?

It's now called a Phylactery of Undead Turning.

I don't have my books but at least in 3.0 the ,then, amulet didn't help you destroy undead as you had to have a level twice the hit dice of the undead and with the strict wording the amulet doesn't increase that.

I don't know if it has changed but I suggest reading the relevant entries very carefully.

Hm. Wonder why they changed that.

Because Phylactery is more fun to say :)

An Amulet of Undead Turning took up the same slot as the Periapt of Wisdom.

Notice that Prayer Beads no longer take up the Amulet slot either... clerics are expected to wear Periapts of Wisdom, so it makes no sense to have cleric-specific items in Amulet form...
