Call the Fallen
Necromancy (Good)
Level: Clr 3, Death 3, Sor/Wiz 4
Components: V, S, M
Casting Time: 1 standard action
Range: Touch (Sprinkle)
Targets: One or more corpses touched (Sprinkle)
Duration: 1 day/ level
Saving Throw: None
Spell Resistance: No
This spell allows the spirits of the dead to return to their bones or bodies becoming undead skeletons or zombies (though their alignment is that of their spirit) that may follow your spoken commands (assuming you do not ask them to do something that goes against their alignment).
The undead can follow you, or they can remain in an area and attack any creature (or just a specific kind of creature) entering the place. They remain animated until their bodies are destroyed or the duration runs out, at which time they return to their grave (if they had one). (A destroyed skeleton or zombie can’t be animated again.)
Regardless of the type of undead you create with this spell, you can’t create more HD of undead than twice your caster level with a single casting of animate dead. (The consecrate spell doubles this limit)
The undead you create remain under your guidance for the duration of the spell. No matter how many times you use this spell, however, you can guide only 4 HD worth of undead creatures per caster level. If you exceed this number no new undead are created..) If you are a cleric, any undead you create may not be affected by your ability to turn or destroy if you choose.
Skeletons: A skeleton can be created only from a mostly intact corpse or skeleton. The corpse must have bones. If a skeleton is made from a corpse, the flesh falls off the bones.
Zombies: A zombie can be created only from a mostly intact corpse. The corpse must be that of a creature with a true anatomy.
Material Component: You must sprinkle 10 gp worth of silver dust directly upon the corpse or upon it's grave for each undead you wish to create.

Looks good to me. It also makes a non-evil necromancer a more viable option. You might want to take a look at the deathless in the Ebberon book as well. They are a good aligned varient of standard undead.

I've heard of them, just didn't want to overly complicate things with another book.

It also makes a non-evil necromancer a more viable option.

I got the idea by thinking about a city undersiege. Why shouldn't a good cleric be able to go to the church grave yard and say, "The city you served needs you again, rise my friends." It might also make more sense as to why someone might be buried with their magic equipment.
