A Fighter is firing a shocking, flaming bow from inside an antimagic shell. The bow conffers the magical bonuses to the ammunition when fired. Antimagic shell says:
An antimagic field suppresses any spell or magical effect used within, brought into, or cast into the area, but does not dispel it. Time spent within an antimagic field

Are the arrows fired from within the antimagic shell shocking-flaming? Is there a ruling anywhere in the eratta, FAQ, articles, ect.?

I'd say no. While inside the Antimagic Field, the bow's magical properties are supressed, so it cannot confer those poperties to its ammunition.
If you were to fire, say, an arrow of slaying, it would function normally against a target not in the Field. (The magical properties would resume as soon as the arrow passes out of the Field.)

Cheers,
