Just wondering what would come out of this idea. Here's an example:

Merfolk's Blessing
Transmutation
Level: Drd 2, Sor/Wiz 2, Water 2
Components: V, S, M/DF
Casting Time: 1 standard action
Range: Touch
Target: Living humanoid touched
Duration: 1 hour1/level; see text
Saving Throw: Will negates (harmless)
Spell Resistance: Yes (harmless)
The transmuted creature's lower body changes to resemble that of a merfolk's. This changes only the following: Speed changes to 5', Swim 50', gains the aquatic subtype and can breathe water, not hampering normal breathing for the creature.
Arcane Material Component: 5 scales from a merfolk

Alter self already does this. So I guess it is an old spell in a new name.

Alter self only does this if you are already the same type of creature as merfolk, so this spell could still be handy if you are a native outsider or something. Other than that, however, you are correct.

No. Alter self doesn't retain things like natural weapons, extraordinary abilities, and (according to Skip's articles) it grants water breathing where alter self doesn't. Please post spells too.
